In response to reports that British scientists are about to test the hardware needed to put sulphur particles in the stratosphere as a climate technofix, international technology watchdog ETC Group is calling on the UK government to halt the controversial test and respect UN processes underway to discuss these issues.
You can fool some of the people all of the time; and, all of the people some of the time; but, you can't fool all of the people all of the time... However, you may be able to persuade enough of the people to monitor everyone all of the time.
Over 30 years ago, Oxford ethologist, Dr. Richard Dawkins, took sabbatical leave to write The Selfish Gene, one of the most disturbing books in a time of many disturbing books. Dawkins espoused the theory that human evolution is nurtured by numerous forces -- the gene, or DNA -- being only one. Human beings, Dawkins speculated, could evolve cultural memes capable of Darwinian replication. It was an outlandish concept without "coat tails" -- at least that chapter of his book didn't attract many followers.
ETC Group would have given the idea of cultural memetics a pass were it not for a high-level meeting of US government officials, scientists, and industry held in Washington three months after 9/11 that made research into cultural memetics a priority. Then, two years later, a book by Britain's much-respected Astronomer Royal brought us back to memetics with his concern that it may be possible to medicate social attitudes and manipulate human nature.
But, the most compelling reason to track this potentiality is because it makes sense. If, as the UN University‘s 2005 State of the Future Report suggest, we are entering the era of the Massively Destructive Individual - where anyone, anywhere could be devastatingly violent, using anything - then massive surveillance is, at best, a partial response. Aggressive surveillance will elicit a massive social reaction. Better than surveillance is surrender. If society can be cajoled into surrendering its information than the likelihood of a successful defense increases. Better still, if society can be convinced to surrender control over its own actions, then the world's dominating corporate/government partnership can sleep at night. Civil society needs to dissect the logic and the feasibility of all this...
ETC Group renewed its call for a moratorium on the release and commercialization of synthetic organisms, asserting that societal debate on the oversight of synthetic biology is urgently overdue. The renewed call came as J. Craig Venter’s research team announced that it has constructed a bacterial-length synthetic genome in the lab using mail-order synthetic DNA sequences. They’ve named the synthetic genome, Mycoplasma genitalium JCVI-1.0, and it’s similar to its counterpart in nature, a genital bacterium with the smallest known genome of any free living organism. The announcement is not breaking news because the work had been previously reported, but the details were published today in Science.
ETC Group released “Terminator: The Sequel,” a Communiqué reporting on new research related to “suicide seeds” and other genetically modified (GM) seed technologies that pose unacceptable threats to farmers, biodiversity and food sovereignty.
Ten years after Dolly the cloned sheep made her stunning debut, the J. Craig Venter Institute is applying for a patent on a new biological bombshell - the world's first-ever human-made species. The novel bacterium is made entirely with synthetic DNA in the laboratory.
A new report by the ETC Group concludes that the social, environmental and bio-weapons threats of synthetic biology surpass the possible dangers and abuses of biotech. Scientists working at the interface of engineering and biology - in the new field of "synthetic biology" - worry that public distrust of biotechnology could impede their research or draw attention to regulatory chasms. Synthetic biologists are trying to design and construct artificial living systems to perform specific tasks, such as producing pharmaceutical compounds or energy. In October 2004, the journal Nature warned, "if biologists are indeed on the threshold of synthesizing new life forms, the scope for abuse or inadvertent disaster could be huge." An editorial in that same issue suggested that there may be a need for an "Asilomar"-type conference on synthetic biology. In light of these concerns, scientists gathering at "Synthetic Biology 2.0" (May 20-22, 2006) at the University of California-Berkeley hope to make "significant progress" toward a "code of ethics and standards." Their actions are intended to project the message that the synthetic biologists are being pro-active and capable of governing themselves as a "community." In their view, self-governance is the best way forward to safely reap the benefits (both societal and financial) of synthetic biology. Civil Society organizations disagree.
A coalition of thirty-eight international organizations including scientists, environmentalists, trade unionists, biowarfare experts and social justice advocates called for inclusive public debate, regulation and oversight of the rapidly advancing field of synthetic biology - the construction of unique and novel artificial life forms to perform specific tasks. Synthetic biologists are meeting this weekend in Berkeley, California where they plan to announce a voluntary code of self-regulation for their work (1). The organizations signing the Open Letter are calling on synthetic biologists to abandon their proposals for self-governance and to engage in an inclusive process of global societal debate on the implications of their work (see attached Open Letter).
A broad coalition of peasant farmers, Indigenous Peoples and civil society today (24.03.2006) celebrated the firm rejection of efforts to undermine the global moratorium on Terminator technologies - genetically engineered sterile seeds - at the meeting of the UN Convention on Biological Diversity (CBD) in Curitiba, Brazil.
"This is a momentous day for the 1.4 billion poor people worldwide, who depend on farmer saved seeds," said Francisca Rodriguez of Via Campesina a global movement of peasant farmers. "Terminator seeds are a weapon of mass destruction and an assault on our food sovereignty."
"Terminator directly threatens our life, our culture and our identity as Indigenous Peoples," said Viviana Figueroa of the Ocumazo indigenous community in Argentina, on behalf of the International Indigenous Forum on Biodiversity.
"Today's decision is a huge step forward for the Brazilian Campaign against GMOs," said Maria Rita Reis from the Brazilian Forum of Social Movements and NGOs. "This reaffirms Brazil's existing ban on Terminator. It sends a clear message to the national government and congress that the world supports a ban on Terminator."
As governments at the 6th WTO Ministerial in Hong Kong bristle with the thorny politics of trade, the report that ETC Group releases today, Oligopoly, Inc. 2005, serves as a reminder that what looks like buying and selling between countries is most often the redistribution of capital among subsidiaries of the same parent multinational corporation.

The ETC Group, announces the publication of Down on the Farm, the first comprehensive look at how nano-scale technologies will affect farmers, food and agriculture. Craig Venter’s US-government funded ocean expedition to collect and sequence microbial diversity from around the globe. Exotic microbes are the raw materials for creating new energy sources and even new life forms.
“Prince Charles’ thoughtful article in the Independent on Sunday (UK) is an impressive service to society and science in the unfolding public debate on nanotechnology,” according to Jim Thomas of the ETC Group’s Oxford office. “Not only does the Prince set aside the fictional notion of ‘grey goo,’ but he also sensibly reminds us that there are important unanswered questions relating to the control and ownership of these technologies,” said Thomas.
In sharp contrast to the political climate one year ago, the potential health and environmental risks of some nano-scale technologies are now being openly discussed in Europe and North America. In recent months, governments on both sides of the Atlantic have reluctantly conceded that current safety and health regulations may not be adequate to address the special exigencies of nano-scale materials.
